I've put the IPC SysV functions into the
IPC::SysV module, along with constants and structure
manipulators.

Its been lightly tested but it needs more testing
and I'm not sure the design is final so I'll call
this an alpha. I've included shmat and shmdt for
those of you who wanted that. I could do with
some feedback on it.
